The OCBCC is seeking an advocacy leader who understands the principles of collaboration and collective action. The individual will demonstrate exceptional knowledge of policy development and communication, child care legislation and funding, government structures, non-profit corporations and advocacy campaigns.
The Ontario Coalition for Better Child Care is Ontario’s central advocacy group for a universal, affordable, high quality system of early childhood education and care (ECEC). Formed in 1981, the OCBCC is a member organization comprising non-profit child care centres, local and provincial groups, and individuals from all across Ontario. We bring together early childhood educators, parents, centre directors, social activists, employers, trade unionists and academics to work on issues of shared concern. Most importantly we are people who care about child care.
- To research and prepare position and policy papers;
- Assist in preparing presentations and submissions to legislators, policy makers and others;
- Develop and execute strategies to effectively communicate with members and the child care community;
- To coordinate the organization’s activities, projects, policy development, and strategic planning;
- Report on major activities and campaigns to the Board, Provincial Council and membership;
- Represent OCBCC at public functions and with the media.
The Public Policy and Government Relations Coordinator will be responsible for the following:
- Develop and coordinate advocacy campaigns including concept and ideas, timelines, written materials, other resources and evaluation;
- Develop campaign materials, including flyers, press releases, fact sheets, etc. as required;
- Monitor public policy developments that affect child care at all levels of government;
- Research and develop communications regarding public policy that affects child care;
- Develop and coordinate outreach materials including policy briefs, targeted communications and general promotional materials;
- Prepare and make presentations to membership, government and the media regarding OCBCC strategic directions and policy recommendations;
The successful applicant will have the following qualifications:
- Post-secondary school education at college or university in a relevant discipline;
- Current knowledge of child care in Ontario and its governance and operations at all levels of government;
- Experience in lobbying and advocacy at all levels of government;
- Excellent facilitation, leadership and time management skills;
- Experience working in coalitions and knowledge of the values related to coalitions;
- Ability and interest in public speaking to a wide range of groups;
- Ability to work with membership and the public from diverse social, ethnic, cultural, and economic backgrounds;
- Experience in community development and working in a non-profit organization with a board of directors;
- Ability to work independently and within team environments;
- Excellent verbal and written communication skills including presentation skills;
- Possession of a valid driver’s license and willingness to travel to various parts of the province;
- Willingness to work flexible hours;
- Proficient computer skills;
- Proficiency in French language is an asset;
- Work related experience in early learning and child care is an asset.
Salary: $38/hour, plus comprehensive benefits plan.
Hours of work: 28 hours / week, with occasional evening and weekend events. Possibility of increase to 35 hours / week.
Duration: This is a temporary position to cover maternity and parental leave for 1 year with possibility of extension.
Terms of employment: Staff are supervised by and responsible to a volunteer Board of Directors and unionized under CUPE Local 2484, with a 3 month probationary period.

Plan and implement the curriculum for an early childhood program, conducive to quality care and education, addressing the emotional, physical, cognitive, and social development of children between 0 to 6 years of age. Responsible for the opening and closing of the premises as requested.
- Completion of a 2 year community college program, with a diploma in Early Childhood Education or recognition of equivalency through the College of Early Childhood Educators registration.
- Training in Quality Child Care Niagara Environmental Rating Scale, D.P.S. (Developmental Preschool Screen), documentation and other training as developed in this initiative.
- Minimum of 6 months to 1 year of experience in administering an early childhood education.
- Must possess working knowledge of the Child Care and Early Years Act, 2014 and Regulations.
- Preference will be given to individuals who are fluent (both written and verbal) in additional languages (e.g. French, Spanish, etc.) beyond English, which are spoken within a significant proportion of the population in the local community and in the opinion of the Corporation could enhance service.
- In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check, including a vulnerable sector search, and submit a Canadian Police Clearance Certificate.
- Must be certified in Cardiopulmonary Resuscitation (CPR) and First Aid.
- Must be a member of the College of Early Childhood Educators
- Health assessment and immunizations as recommended by the local Medical Officer of Health.
